Cold air in footwell

Default Cold air in footwell

I just returned from a 350 mile trip (Dec 19) and was driving in 10-15 degree weather, my wife said there was cold air blowing in on her feet (Passenger side footwell) I checked and it seems to be coming over the top of the right side kick panel. Anyone else experience this? Can I stuff this area with some type of foam insulation with out messing anything up??

On my last road trip, my dad said the same thing, he thought it felt more like a sucky draft then cold air blowing in, when i played with the ***** alil on the re-curculate it got stronger he said, i dunno..
