I am the new owner of a 2005 Dodge 1500 and enjoying my truck. It came with a Rugged drop in bedliner which is ok but it covers access to the tie down cleats which I need to use.

Would it be ok to cut an access hole through the liner in front of each cleat or what other suggestions are out there?

no issues, the tie downs will cover it up so you wouldnt even need to sand it down to make it look pretty.
