Default Fog Light installed upside down?

Went to adjust the beam on the fog lights today and noticed that the passanger adjustment bolt was on the bottom not the top. My question is can you install it upside down or did the idiot owner before mebuy two of the same kind. Looks like OEM cause I have the pull out switch. Can I just flip it around to make it right or do I have to get another passanger side one to do that.

You definitely have two left (driver side) fog lights. You will not be able to flip it around because the mounting holes are not symmetrical.

Anyone here have two right (passenger side) fog lights to help this guy out? LOL
