code 016 on 04 dodge stratus

my wifes car was running good then it started slowing down then it shut off and wont start. i checked the codes and 016 came up which says is cam/crankshaft Pos. correlation sensor A - Bank 1 and i was wondering is this just a sensor problem or is it a timing belt problem . and where is this sensor located thanks in advance for help
