On my 08 Ram I have a black plastic part under the head lights on the bumper I see some models have it painted the color of there truck . Can I get the plastic painted or do I need to order a new one that is paintable .

Anything can be painted, its just a matter of proper prep.

Mine came like that so i never had to worry about it.
Sand it nice n smooth, use a good quality primer, sand that nice n smooth, squirt it, clear it.
