When they first came out for my truck my fiance bought them for me, and they had some loose wires on them which are for the halo's to work.
Last year some azzhole stole them, so this past b-day my fiance bought me another set that don't have those loose wires just a seperate plug.

Try PM Raiderjay6, he helped me with mine and so did Dan aka Bullet.
I'm sorry man I forgot exactly how I did it.
BTW, yours are new.

For the love of god, please do not use T-taps! (the fold over ones) solder connections are infinatly better. Also, the parking lights wiring colors are as follows: white/yellow (L), white/gray (R). If you dont know how to solder, find a friend that does, and go that route. (plus its not that hard to learn, and is a good skill to have)

Just my $0.02, take it for what its worth.

you can pick up a decent soldering iron from radio shack for like $15. Then get a small roll of solder, and you should be good. a little 15 watt pencil is all you really need. then just get an old remote, or some other electronic device thats broken, and practice soldering wires to joints. guarantee that if you arent completely retarded you can figure it out yourself and have it down well enough to do your lights in 20-25 min.

lame, wheres the fun if you dont do it yourself? every mod you do to your truck will help you learn that much more about it, and other vehicles as well.
