Everything that I have looked at is pretty much what I saw here

if it DOT approved - it's legal

EDIT - Here is your DMV FAQ's on customizing your tail lights:

Hope this helps!!

I found this in about five seconds by doing a Google search: link

It says "Any light visible from the rear of the vehicle shall be red or amber." It doesn't address the tinting of tail lights. I suppose as long as the light still looks red when it is lit you should be fine.

Call the CT DOT and ask, Should be a number in the yellow pages. Or find a cop and ask them, usually they will be straight forward with you.

Put them on. It's not up to the government to tell you what you can and can't do to your private property.

I followed a chrylser 300 back from lunch today...he had tinted lights, and it was pretty annoying because you really had to watch them because they were so hard to see. I wouldnt want someone rearending me because of that...just a thought. Actually, i passed the guy because i didnt want anything to happen.

Yeah, try telling the officer that pulls you over that it's your vehicle, you can do whatever you want to it... See how he likes that attitude.
