Unfortunately Sharky, that's about right. The pre-08 4.7 has proven to be a little under powered for a QC 4x4. Great engine for a RC 4x2 though.
Almost everyone finds the Hemi gets at least as good gas mileage in the heavier configurations, if not, even a little better.
Get the HP and Torque numbers up, get it breathing a little better, a tuner and e-fan and you'll help it some, but then the problem will be keeping your foot off it with the better performance.
If the cash is not there for major mods, then at least keep it tuned up, clean the throttle body and make sure the EGR is clean. Replace as many fluids as you can with high quality full synthetics and you'll have a little better mpg's.

In the quad cab congfiguration, the hemi can actually get better gas mileage than the 4.7 because the little engine has to work harder to get the truck moving and to keep it moving. So, what you stated can be true
To help the mileage try to eliminate short trips, jackrabbit stop and go's, and try to keep your rpm's under 3000
Lastly, take the lead weight out of your right boot

i have a 02 qc 4x4 with the 4.7 .. i have a CAI, magnaplow muffler and a superchip and i am now up too around 16 in the city and about 18 -19 on the high way .. i dont do any speed much more then 70mph but when i first got it i was around 11mpg
personally i think the 4.7 for a daily driver is fine with occasional towing meaning less than once a month is fine. This being said if I was to do it all over again would I get the Hemi? Sure would but for me its a daily vehicle. If I was really needing a truck for the purpose of usuage I would look at a Diesl

Hope that helps ya out...
