Does anyone know if I can use 1998 OEM 16" wheels on my 2008 4x4 5.7L?

Negative. On the 3rd generation Ram, you would need at least a 17 in rim. Reason being is the size of calipers.

you can grind the calipers down and make a 16'' wheel fit, but i wouldnt do it.
but i have heard of people doing it with no negative effects......
