95 Dodge Ram truck with 56k. Put in a new fuel pump two months ago. The other day I noticed that the lock nut was tilted on one side and I noticed gasoline, and vapor after filling my tank and the attendant asking if I had a hole because gas was running all over the island. It was only about a foot wide but none the less too much. I drove it home. Yesterday I got the ring straightened up and tightened down. I let it idle and no wetness around the ring. I ran it around the block and noticed a bit of wetness and a gas smell. I tightened it down some more all I got basically with a strap wrench, and let it idle. No leak. Drove it around town and noticed a gas smell and more wetness. What can I do to fix this issue? The gasket is brand new. I will go out again tonight and see if the gasket isn't mated up but I am almost certain that it is.
Also I tightened the nut down really, good almost to the point where I go more it will not be a good thing.

Please help!
