Default What to do about this rust before winter?? (pics)

Ive got some rust starting on on my truck. Behind the wheel wells where the crappy mud flaps bolt on and rub, and on the tailgate seam. I really want to get this crap taken care of before they start salting the roads. Is there some kind of rust stop stuff you guys like, or should i sand/prime/paint the rust spots?
what works best?
future prevention other than wash and wax often?

is it on paint? or on metal? if its on metal just take a brillo pad to it.

its on paint, but the paint is flaked off behind the mudflaps so it is on metal... on the tailgate it is kind of behind the paint and bubbling up

my tailgate did this too I just taped it off went at the rust with some scotch brite pads then spot primed and painted with off the shelf dodge coded spray paint. I had to do the same with the pinch seams under the door rockers and yeah cant even tell I touched them up it looks factory. I used duplicolour paint and it was awesome.
