Default 1500 Hemi Rotten egg smell and code 132

My truck has the rotten egg smell. I pulled the codes yesterday and got code 132. Would that mean that the cat is toast? Is code 132 the front 02 sensor?

Rotten egg smell, that's sounds like the cat. But that your code points to an O2 sensore:
P0132 O2 Sensor Circuit High Volts (Bank 1 Sensor 1).

Since the O2 sensor is alot cheaper, I would start there first.

But if the cat is clogged isn't that going to screw up the new o2 sensor too?

best way to unclog a cat is go on the highway and blast the carbon buildup out of the pipes...

I started tinkering with the truck yesterday. Turns out code 0132 means that the oxygen sensor voltage is high. So I plugged in a obd scanner and sure enough I am getting 1.075-1.250volts from the front o2 sensor, where the reading is supposed to be 0-1volts. I got a new bosh oxygen sensor, installed it and I'm still getting the same thing. Since I had the front oxygen sensor out I decided to do a little test. Started the truck and put my finger over the sensor hole to see how much back pressure I would get. To my surprise I didn't get very much back pressure. With the sensor hole still open I checked the tailpipe and I was getting good exhaust flow there.
I also checked the pins on the computer (the one on the firewall) to see if there was any bent/damaged pins. Everything looked good.
There are three things I'm suspecting:

1. wiring to the oxygen sensor is shorted out.
2. ecu is damaged.
3. cat is damaged - not likely due to the test above.
