Cover in WD-40 or PB and then heat with a butane torch. Then take impact and burp it off.

get a die grinder and cut X's it the bolt heads then use an air hammer and chissel it off. if u decide to cut it just cut as little as possible that way u still have a bit ot structure in a crash. what i would do if u never plan on putting a bumper back on just cut enough off and then add a piece of 2x2x1/4 steel tube across, it will act just like a bumper incase u ever get rear ended.

cut the damn thing off. if you ever need to put a bumper back on, worry about how to undo the bolt then

You might just give over tightening a shot. Sometimes it's easier to keep on tightening untill the bolt snaps

Im selling the rear bumper and that piece anyway so if i just sell the bumper and cut off the frame piece then ill deal with it if i ever get rid of the roll pan. Im gonna try one more time with better air tools at my work. Im just thinking of cutting enough off so the roll pan clears it.
