PVC Valve questions

Hello to everyone. My question is this, I have a 2003 Ram 4.7L with about 90K miles and it get horrible gas mileage, get about 13MPG on the highway and about 10 around town. Would replacing the PVC help with this or does anyone else have any suggestions that might help.
