Default fender rust

hey guys i live in NY and just about every 3rd gen ram i see has rust on the rear fenders. i had nothing on mine a year ago and it started with perfect circles bubbling up then the paint would flake off, now its so much worse. the design on the inside is **** poor dirt and salt can get right in the holes and sit there with no way out which with rot them right out. anyone have any good ideas to the fix? i asked a body guy i know to repaint but he said it would look good for 6 months and be back. i was wondering if theres a better route any of you guys have taken?

Fender flares oh fender flares! Grind all the rust out and touch up so it doesn't spread. If you dont get all the rust, it will happen very quickly as you can probably already see. Once touched up, install some aftermarket flares from ebay. Cheapest way for sure!

for me I was quoted $970 to cut that part out and weld in patch panels. which is really cheap since he's gonna have to paint the entire bed-sides. but if you do that it wont come back. and it's only a couple hundred more than painted flares
