Default emergency brake cable bracket

Hello all,
I am a newb and need some advice. This is my first post. I guess I will get right to the point. I have recently purchased a 2007 Dodge 3500 Dually with Cummins and 4x4. It was a wreck that was partially rebuilt. One of the things that was not rebuilt was the emergency brake. There was some cabling that was missing that hooks all this up to the rear brake assembly.
I had my brother, who works at a transmission shop, order the missing parts. Not really their cup of tea to work on these issues there. Anyway, after receiving the cabling and missing parts. He told me that there is a piece that is attached to the cable that has a bracket on it. He was told by their mechanic, who has never worked on anything like this that the whole axle assembly bearings, etc. have to be removed in order to mount this part to hook up the emergency cable. They were a little intimidated by this and wasn't even sure they had the right tools to undertake this project.
Is there anybody in the know that has done this before that can shed some light on this for me? Is there special tools required to do this project? Are there seals that are going to need to be replaced? What exactly am I getting into here?
Anyway, sorry for the long post and Thanks in advance to anybody with knowledge that can help me.

I have no idea but to open all of your options you may wanna try the cummins forum.com as well

Default hello

I need help with installing the bracket called the "lever/park" oem part # 5080569AC. It hooks to the passenger side brake system in the rear for the parking brake. I would like to know, as I posted above earlier, what all needs to come out or come loose in order to put this mechanism back in place and If there are any special tools required to do this task. Thanks
