Default bad wiring

Hi everyone. I recently bought a 2007 dodge ram 1500 used. Very low miles. This truck is really fun and i must say the previous owner really kept the truck clean. However i noticed that the headlights stay on in the park light position. Looking closely at the switch i noticed impressions as if someone tried to pry the switch out. I know that the switch gets unscrewed from the back once the panel is removed. When i opened the hood i saw that someone tapped power from the parking lights. I found two wires cut and just sitting there, they are white with brown and green tracers. I am not currently looking at it but i do believe those were the colors. On the voltmeter these wires are 11.3volts. i dont recall, but i think the signal didnt change when i turned the switch off.

Now that i filled you in, does this sound like the switch? looking at the fenders there is some overspray. This car was hit in the front could the switch been shorted out? should there be daytime driving lights on? I only have a hanes service book, a little helpful. It shows no relay and calls the headlightswitch a control module. Is this true?

Thx for taking the time to read this.
