Starting problems

I am new to this site but have been a Dodge fan for years. I have a 2007 Dodge 1500 4x4 with 5.7L Hemi and I have been having problems for the last couple of days. I have been having problems starting my truck. The voltmeter on the dash says that the battery level is low and the truck tries to start but it sounds like it is a dead battery. There is the starter not quite turning over and then clicking. All other electrical works except my windshield washer. Then if I get boost it still won't start. I took the pos. battery conection off for about a minute and then the truck started after I reattached it. Then it wouldn't start about 10 mins later. I shifted into neutral and it started. The voltmeter is also running high when the vehicle is running, around 15 v. If I shut off the vehicle the battery drops to 11 - 12 v, but only goes lower when I am cranking the engine then it drops to 9 - 10 v.
Does anybody have any ideas? Also not sure if it is connected or not but the transfer case also won't shift into 4x4. It is a electronic t-case.
Any help would be greatly appreciated.

I'd probe the fusebox to see if there's anything pulling power that shouldn't be. Should try a different battery as well, might be a battery going bad. (load tests at a shop are usually free)
I know 03's have problems with the fusebox corroding, maybe that could be your problem?

Check all the grounds and battery posts for corrosion. If you have either as an issue then trying to get a jump off still will not work because the correction from the battery/PCM to the frame is still poor or bad.
It does not take much power at all to turn on lights or the radio or blow the horn. It DOES take a lot of juice to turn over that starter to rotate the engine though. Pull the battery and go get it checked. Or swap it out with a new one.
if its not turning the starter and clicking then thats a dead give-away of a bad battery, bad starter or poor connections.
You disconnecting the battery post, waiting a few minutes, reattaching it and then getting it started only makes me think your posts are corroded.
15v at idle is nothing to worry about. The PCM regulates voltage from the alt by means of various sensors including the battery temp sensor under the battery.
9-10v sounds like a big battery drain as mentioned earlier or a bad battery.
