I had this problem and just recently fixed it. There is a flap underneath your glove box that generally tends to break. You'll have to pull your whole dash apart. It's an easy fix once you find it just zip-tie it open. I found mine right by the passenger door behind where the glove box is.

Could be the resistor block. Usually when those fail, the fan will only run at full speed. Is the fan pumping hard, just poor air flow?

Im going to go with Nelson9 on this one only because the OP says even on high speed it doesnt blow hard. Thats sounds like the blend door broken and fallen into the vent blocking air. Take out your fan motor and look up there and see if the door is broken.

Yeah Nelson9 hit the nail on the head. I had this same issue in my 2004 Ram Hemi. You could hear it blowing harder when you turned it up but not feel it. That flap is located on the passenger side under the dash. PITA to get to but it makes a HUGE difference when fixed. If you can, save yourself a bunch of money and do it yourself. The dealer will charge you an arm and a leg in labor.

How much of the dash will I have to take apart?

Remove fan motor behind glove box. Stick hand up in hole and you will find the recirculate door laying over keeping the air from going up. Grab door and remove. I did not replace mine since I really don't care about have the recirculate and from what I hear it will just break again anyway. Do this and your a/c will freeze you out.

How hard was it to take the dash apart to get to the flap?

So just remove the blower motor underneath the glove box and the door is basically right above it? Thats not to bad compared to taking apart the entire dash on the passenger side.
