This is my first dodge truck and my AC / Heater have developed a rather weird issue.

Driver side 2 vents blow hard and very cold and/or hot

Pass side vents blow weak and do not get cold at all and do not get past warm.

blower is loud at high, and not a normal loud.

Any suggestions?

You did not say if your truck has the dual air control option. If it does, it sounds like a broken blend door in the case or a door actuator for the passengers side that has failed.

 

No not a dual air.

However, it does take it forever to switch from dash to defrost vents.

 

Those blend doors suck.

 

You don't need Dual air option to have a Blend door. Blend doors are in every Ram truck and it sounds like that is your problem.
Please do a Search on BLEND DOOR and you will find everything you need to know.
