Default Emissions

I have a 2005 dodge ram that I want to do the exhaust on, but I wanted to know if you need cats to pass emissions in new york.

Most likely. New York is trying to suck their citizens dry with all types of taxes and fees. I'm sure they'd love to fine you for no cats.

Not only do you need cats, but you cannot move them from their stock locations, also ANY emissions related CEL is a fail, so some high flow cats would fail in NYS...

Wouldn't it just be easier to call a shop in your state and ask?

Just call your location friendly emissions center. Get your answer from the source.
