Default Rust - what do I do?

So I bought a Ram 1500 2004 and a few months later the rust started to show about each of the wheel wells. I sanded it down, primed and painted it (looked good) and a week later the rust was back.

It is my understanding that this is caused because it is rusting from the inside 9or in between both of the panels. I was told by a body shop that no matter how good of a sanding job I the rust will come back because I am only taking off that which I can see...not that which is actually there.

Should I attempt to do the job again but before priming or painting and after sanding apply the POR-15?

Any other tips or tricks?

the first time I did the job I just went to Rondex and got the supplies via spray cans.

This same thing happened to me. Bought the truck in February of 2010 in pristine condition. By april both sides were chipping and rusting. Now its full on cancer. I was quoted 900 for a local shop to cut out and weld up new panels. But I cannot swing that much at a truck with almost 140k right now. Hopefully when I graduate college next year I'll have some spare cash to fix up the truck.

The problem is that you cannot actually reach all the rust because it is the welds between the two panels. If I was brave enough to attempt this I would remove the rear brake lights and find a way to spray the por-15. THat's the only way to reach it.

I've heard the foam that is inside the wheel wells keeps moisture in there, but I haven't went through the trouble to remove it myself.
