Technically? No. Simply because putting more air into an engine requires more fuel to burn. Getting more air in will increase efficiency a bit, but not to the point you are going to see a noticeable mileage improvement. Another funny but true comment some automtive experts have pointed out is as soon as you add an induction or exhaust that is louder then stock, people tend to step on the gas more because they like the sound and end up getting far worse fuel economy.
It's already a proven fact that all these "Cold Air Induction" kits are not gathering any cold air. In fact, they gather more warm air then the stock setup. What they do better then the stock induction is flow more air. Larger, smoother tubes and a high flow filter will give the engine more air at the Throttle body. But it's not colder. If you want a true COLD air induction, you need to have the inlet OUTSIDE the engine compartment. And 98% of the Cold Air Induction kits do not.
Their are also quite a few reviews and dyno results proving that air that is too cold will actually hurt economy on an engine not designed for it by not allowing complete fuel vaporization. But it's just opinions.
The absolute easiest way to increase mileage in a Hemi Ram is maintain the engine and drivetrain. Do fluid changes as required. Spark Plugs every 30k, clean your Throttle Body and drive sensibly. I see a very noticeable increase in fuel economy when i keep RPM's under 2000.

other ideas: stock tire size or smaller, 17" rims vs 20's. shell gas has some reviews of better mileage, tuner, all synthetic fluids in engine and drivetrain, an e-fan could help free up HP allowing engine to run more efficiently....ummmm...im sure theres more but keeping off skinny pedal is going to be the biggest gain

buy a prius and dont let anyone see you drive it!
