Seafoamed the truck tonite in prep for an oil change and noticed that the RPMs wont go above 3900 when in park or neutral.
Is this some sort of fail/safe so as to not over rev the motor?

unfortunately..... sucks butt. If you get a programmer you can change it. It's supposed to be a tranny protection so you cant rev it up and slam it in gear.

Rev limiter is there to protect you. But as said, it can be bypassed.
