Default P1389

I need some help and hope sombody can assist.

2003 Ram 1500 5.9L

Truck will not start and I get an error code P1389. I have looked into this a bit, and I am now stumped. I have no spark and get this code. This leads me to believe ASD Relay.

I have checked the folowing...
1. Check for spark with inline spark tester, Nothing.
2. Replaced ASD Relay, Nothing.
3. Checked voltage inside fuse box for ASD Relay, No voltage on pins 30 or 85.
4. Checked voltage at PCM - Grey plug Pin # 12 dark green w/ orange tracer, Between 5-6 volts. This seems low to me. Correct me if I am wrong or if I am checking the wrong wire.
5. Checked continuity between PCM Pin # 12 and relay. Everything seems ok.
My original post was incorrect. I forgot to pull the fuse to the ASD.

Any help would be greatly appreciated.

I was checking various things this evening and everything checks out. So I turned the key and it fired right up. One thing I forgot to mention was I also had a P0138 error, Downstream O2. Once it started all error codes were gone.

Does the downstream O2 sensor have anything to do with ASD?

I think may have a gremlin in my wires...

Thanks!
