Power Wagon Axle Unlock will not switch over

I am trying to change my Dodge Ram 2500 Power Wagon 2005 axle with the ****, however it just keeps flashing yellow and stays a solid green on "unlock". Do i need to put it in something to change it? I'm sort of new.
