When you say were do they plug in are you implying that you added the plug by swapping you unpowered center console for one that does have it? If this is the case what trim is your ram? If you have a HEMI or SLT then it should have the full wiring harness regardless of what options you order and should plug right in to a receptacle popping out of the carpet, note that you likely have to goto a dealer to have a power center console added to your vehicles accessory list in your trucks computer to give it power.
If this is a factory powered console that has stopped working get your trusty meter and probes and ground one to the pin that corresponds to the solid black wire for ground (note: dont connect to chassis ground because we want to test the ground of the harness as well). Now with ignition to ON test each other pin and you should find at least one 12v constant (maybody somebody can help narrow it down and tell you which one to look for specifically). If you dont find one then I would double check your fuse not only visually but with a tester. If the fuse IS good then you have a crimp or break in the harness, or back to the top of my post the powered console is not programmed into your tucks accessory list.
Hope that helps a little
