New to site but have a question. I have a 2003 Ram 1500 Reg. 4x4 and I would like to see if someone can tell me if I can use wheels with the size of 17" and -12mm offset and tires 285-70's without a lift and level kit installed.

Mine's a 4x2 with a 2 1/2" level and that exact same setup. I suspect since yours is 4x4, you should be good.
