Rough idle and hesitation when accelerating

I have a 2005 Dodge with the 5.9 Cummins had the scanner put on it and they said the radiator cooling fan was a bad and it could cause this is that true. Sometimes when I put diesel conditioner in it it takes care of the problem but not all the time. No check engine light and no codes as of now
