afr mixture at constant 10.0 no c.e.ls HELP

afr mixture at constant 10.0 no c.e.ls HELP
2005 dodge ram 5.7
I almost thought 100% it was TB but took the after market off. And put stock. Same thing. Starts fine. Idles fine for about 20 seconds. Then wide band stuck on 10.0 and doesent budge. If I'm trying to cruise a constant speed it sputters And jerks around.
Could it be pcm? Intake gasket? I'm clueless
Oh and if I pick on it long enough, it throws lean bank 1 and 2
so it seems like pcm senses more air so it dumps fuel right? But a constant 10.0? Any input will help.
