Code Question
You can either disconnect the battery for awhile, or take it to any autoparts store and they will clear the code. Then buy yourself a code reader. They are cheap (under $20 nowadays) and will pay for themselves the first time you use it.
If the code comes back, then it is something else with the evaporative emissions system. Those coaes are a bugger to troubleshoot since so many little things can set it off. Start with the cheap first (gas cap), then move on from there.

They do? I've had my truck since 07 and they have never tested the gas cap to do an inspection. It must be a thing in your county
Interesting to say the least. I figure that an original 03 gas cap did probably fail. so If it can help me and improve my gas mileage it is worth it.
And yes it did snow today April 6th 2015
