If possible, use heat on the threads, but be careful not to heat steering components. Generally, use a propane torch or a MAPP torch followed with some type of penetrant. Once loosened, work the fastener back and forth for each successive turn.
You don't list your location, but it sounds like you're in the Rust Belt. Do yourself a favor and get a tube (or bottle) of Anti-Seize. Clean the threads of fastener with a wire wheel and apply a light coating of Anti-Seize to the threads (no need to glop it on). You'll thank yourself the next time you have to replace the shocks.
For future reference, you'll want to do the same for all underside fasteners, including the lug nuts.
