I am still leaning towards the PCM
From what I can tell, there is no fuel pressure sensor so how would the PCM know?
I can understand that while driving, if the fuel pressure drops to low the engine will lean out causing the PCM to retard the timing

NOTE: PCM Inputs: Fuel level (through J1850 circuitry)
