Headlight issue

Default Headlight issue

Passenger headlight only works on high beam. The plug appears to have voltage present. Could I need a new plug or is it possible the relay needs replaced.
07 1500 quad cab 4x4 4.7l

Dual beam. Bulbs are fine. Swapped them and same thing happens.
