When I start my dodge ram 1500 i get a howling noise that comes and goes almost like when the wind is blowing hard threw something hollow..whewwww wheewwwwwwww whew whewwwww then stops then comes and goes does the same thing when driving at low speed but then when I pick up speed it goes away momentarily the comes back at a steady howl

 

Cooling fan....

 

Dude if the cooling fan is that small fan that sits in the front corner that makes the ac cool then you were spot on went out side and sure nuff it was the little fan in the front driverside corner it was stopping ang going and slowing down and speeding up consistant with the whine. I tappped it and it stopped so that where my noise is coming from thank you so very much bro
Killing part is I've replaced that fan motor 3 times already weird

 

I was meaning the engine cooling fan but glad you found it.
