Obd2 won’t communicate

Default Obd2 won’t communicate

So like I said I bought this truck from an auction with no key got one cut but at the dealer they couldn’t communicate with it so I could program the key. Would start for 1-2 sec then shut down. I tried to test the plug with a test light and the ground pins 4 and 5 wouldn’t light or the positive number 16

If you have no voltage at pin 16 maybe you have a bad fuse. The fuse for the DTC usually power other stuff but I don't know what it would be for your truck with looking at the wiring diagram for your model.

need year of truck. pin 16 usually come from IOD circuit it is the fuse that has a black pull up thingy on it.
