Question Cigarette lighter intermittant voltage

Ran over a pot hole and after it happened my phone charger that comes out of the cigarette lighter went intermittent. I tried another 5v adapter but still the same problem. I think when I hit the hole I jarred something or broke a regulator on the electrical system. I still have power to the outlet so I don't think it is a fuse or loose wire it is just to consistent and happens at frequent intervals. Any ideas as to what might might be damaged? The battery output is clean. I have no engine lights to indicate a problem with that system.

Pull the outlet and check the wiring. You can't guess what it might NOT be.

I got the panel off this AM and looked the wiring over. Everything is in place. This voltage spike occurs on both outlets. I checked the output voltage and it was a little over 14 volts the amperage was just under one amp I think. I was wondering if the voltage regulator might have taken a hit when I hit the pot hole?
