My 2007 Dodge Ram 1500 4x4 didn't come from the factory with tow hooks. There is a Mopar tow hook setup you can buy, which are easy to install and reasonably priced (tow support I think it is officially called). But they are open-ended hooks, I rather have a closed system, and the M style Mopar hooks look awesome with an easy bolt-on mount.

The 2500/3500's use the Mopar "M" style tow hooks. It is not a direct bolt on for the 1500. The good news is that the 1500 frame in between the bumper mounts are straight and flat, and there are mounting holes already made for the factory tow hooks.

I got a 6in x 3 1/2 foot 1/2in plate steel. I was able to make a cardboard template of the mounting area and cut my piece to fit. It appears the 06-08? bumper brackets cover over the tow hook mounts. In the earlier years, it is open. So I had to make sure the shape of my tow hook cross-member cleared within the bumper bracket slots.
I got the tow hooks from a local junkyard for $40 for the pair. I lined them up and drilled the holes and bolted it up with 1/2 grade 8 bolts.
I thought a front tow hook would be a great addition since I have the strength with my cross-member.
I ordered a receiver hitch that bolt in place for a pintle hook since it can bolt up the way I need.

After installing the bumper, I didn't like how short the tow hooks were.
So I decided to build some spacers for the tow hooks out of 1/4 wall 2in tubing.

As a side note, there is these tow hook replacement D-Ring Shackles that are a direct replacement for the 2500/3500 tow hooks. I might buy these one day, I just don't want the shackles to hit the bumper all day long.
Well as an update,
I bought a Big Country (Made by Go Rhino) Grille Guard with a winch mount. I rather have the black powder coated version, but that was a good $300 more, (I'm not too big on chrome). I installed my Smittybilt XRC12 winch on it. I moved up the winch tray about 2-3 inches. To reinforce the winch plate I made a bracket using 1/2in steel plate, which ties the winch mount into the 1/2in thick tow hook bracket I previously made. Now the winch mount is EXTRA strong. So I had to remove the front hitch, and since the winch now covers the Mopar Tow Hooks I installed, I bought some tow hooks/loops from a 2000 Ford F250 and mounted them below the winch plate.
The tow hooks are a direct bolt in.... I did it to my old 1500. The 1500/2500 use the same bumper bracket mount. The only thing I noticed is your bracket doesn't have the holes drilled which is odd. The tow hooks bolt to the bumper bracket like this
