Dodge RAM 1500 Still acceletated

My 2004 Dodge RAM 1500 HEMI still accelerating when I start to run and I remove my foot to the gas pedal. Also if you change to neutral during this process the RPM goes to 2000 and still there. Could be have a throttle problem? I appreciate any help. Thank you.
