brake light trouble

Default brake light trouble

Hi, looking for some help on my 02 Ram. There are four brake light bulbs,(2 on each side). The passenger side bulbs get around 9 volts of power when the lights are on. Once the brake is engaged they get 12 volts. Works fine. The drivers side on the other hand, the bottom of the two works fine also. The top brake light onthe drivers side has 9 volts when turned on and remains 9 volts even when the brake is engaged. It's driving me crazy!!! I recently installed a remote starter on my truck, Could I have done something to cause this maybe?
