Hi. Can the coolant sensor cause the condenser fan not to work?

No, either lack of power to the fan or burnt up fan motor

I've seen bad fan connectors, broken wires to the fan, seized fans, blown fuses and the fan brushes worn down to nothing cause the condenser fan to not work.

You might need to replace the condenser fan assembly all together...

condenser fan is new and works if i hot it at the fuse box
