I believe the width of the wheel is measured bead to bead, internal of the lips. There's probably a standard addition of one half inch to account for the lip when discussing clearances.
The way to get an accurate measure would be to put a ruler to the actual wheel.
I'm no wheel expert though and welcome additional inputs.
