Default Cluster Panel issues

Hey,

So a couple of months ago I started receiving the "No Bus Error" on my 2002 Dodge 1500. I read multiple threads and forums about this issue and found a thread that shared the same issues I was having. I bought a new cluster panel (as this was what fixed for the poster as well). Tonight installed it on a dead battery tried to jump the truck, battery was too dead to jump but got enough juice to power the instruments in the cab. The issue I'm having now is the cluster panel only gets power when I apply the brakes. Any other time there is a slight buzzing behind the panel. I'm lost and severely frustrated with this, I need a second vehicle but I keep running into issues with this truck. If anyone has any advice I would be interest to hear it.

I rec you eliminate basic electrical causes first. I have seen bad batteries and bad battery connections cause problems with the instrument cluster.
The battery is a good place to start since you had to jumpstart your truck.
What is your static battery voltage? It should be at least 12.5v, 12.7 is better. What is static voltage when you measure at the positive battery terminal, and measure ground at a clean metal spot on the engine? Voltage should be same using battery negative terminal as ground or using engine block as ground.
What does battery voltage drop to during start? 9.5v is minimum.
What is battery voltage with engine running? You should see at least 13.5V (for comparison, mine is 14.7v).
I think you should first eliminate battery, grounds, or alternator as a problem.

Just because it solves someone else's issue doesn't mean it will solve yours. NO bus error in a PCI bus truck means there is a wire (or wires) that have disconnected in some way (broken, frayed, chewed, etc) from the bus. Need to figure that out first before trying to throw any parts at it.
