Basically they take a can of TB cleaner and clean the TB, then they hook up a chemical to the gas line like Chem-Tool or something similar and clean it out that way. If you are running good gasoline, there is no real reason to do the service. What it does is get rid of any of the carbon build up off of the intake and cumbustion chamber. No, it is not Hemi specific. The only thing we need special are more spark plugs and wires
You can do it yourself for tons less money. If you have a mechanical TB (non-Hemi) you can just spray it in the TB to dissolve all the gunk and then start the motor. The exhaust will be a nice thick black smoke, so stand upwind. You can search online and will find many ways to clean the TB and carbon deposits. Personally, I like Chem-Tool or SeaFoam. Just follow the directions on the back of the can. If you have the Hemi, the TB is electronic throttle by wire design and it is advised against spraying TB cleaner directly into it to prevent damage to any of the plastic components. Supposedly the butterfly is not sealed at the butterfly shaft and the TB cleaner can get inside the housing that controls the butterfly. Not good. You can take a rag with some TB cleaner on it and clean it up, though.
