I'm wanting to level my 03 reg cab, and I'm thinking the best way would be to lower the rear two inches to match the front. Would shackles be the best all around bet for this as far as ride and price? Its a 2WD, and used as a commuter so I'm thinking the most cost effective way to get it to sit level would be to lower the rear. Any advice on what shackles or anything that might help the ride of the truck, 20 inch wheels ride pretty rough.

I bought a lowering kit from slammed1 suspensions. Its a 2/4 McGaughty's Deluxe kit. I installed this and replaced my stock shocks with Monroes and with a 4x4 with 20 inch wheels,it rides smooth as can be. I love it. Im sure Slammed1 can help you with whatever you need. Hope this helps

shackles would be the first step...it'll come down between 1"-2". I did this first and ended up goin the McGaughy's 2/4 deluxe too...
