I have the same problem, fog and running lights remained on and by flipping the switch hard to the off position, it would stay off. Eventually that would not work and we found that in the OFF position, lifting on the dial slightly up and to the left would turn off the lights. We are using a nickel to lodge under it to keep it off until we get a new switch.
Just ordered a new switch, but need to find out how to get to it to replace it.

i had a mechanic look at it, they said there was something wrong in the wiring or in the node that controls all of the lights...he said they couldnt fix cause he didnt have the wiring diagram so he couldnt fix it, good thing isd tho he didnt charge me for nothin. but they jerry rigged it so the lights are on all the time, both head lights and fog lights, so now i dont have to worry bout turnin them on and off...

Try pulling the fog lamp relay out in the power center. I seriously doubt that there is really something wrong with the wiring, especially since it worked fine up till then. I would guess that the rotary light switch is welded together or the fog lamp relay is welded together. If you pull the relay, use an ohm meter and check the "normally open" contact points and see if they're closed--if so, just replace the relay--if its under warranty, have the dealer do it just so you have it on the books as a problem.
