I was wondering if anyone can tell me if there is any way to make the lower power outlet turn off when the key is not on? Thanks, Allen

All you need to do is cut the wires and splice them into the wiring for the cig lighter above. I actually removed my power outlet on the lower dash and reinstalled it in the center armrest/console because my truck did not have one there. I then removed the cig lighter and reinstalled it where the power outlet was. The cig lighter wires were long enough to reach. Then I installed the cover plug from the arm rest/console in the dash where the lighter was. Why go to all this trouble? 1st when I plugged my phone in the lighter the cord hung over the ashtray and was in the way. 2nd I wanted a power outlet in the armrest/console.

You could also wire a relay in line that is activated by the ignition. It will close the relay when the key is turned forward and open it when it's turned back, activating and deactivating your outlet. You would just have to tap into one of the truck items that relies on the ignition being on (to use as a signal to the relay).
In this case both of your outlets would be controled by the ignition, each on their own circuit.
Pretty basic electrical work.
