I just realized that the 0 offset only comes in a 17x8 wheel, can a 35 fit on this width?

Yes a 12.5 will fit on an 8" wide wheel. We do it all the time with Jeeps, and frequenty air them down to 8 psi when off road.

My 17" CC steel wheels are 8" wide. I like the looks of them, but actually wish they were 7 or 7.5" instead. The tires I'd really like to get are dually tires and my wheels are too wide for them. I wouldn't care that they'd look a little goofy, I want the function of those narrow tires. High floatations look cool, but in most circumstances a tall, narrow tire will outperform them off road.
