130 ft lbs. Using an airgun to tighten is a bad idea. That is one way rotors get warped.
As for balancing or checking runout, you have to use the back bore of the wheel, not the front. Seems a lot of tire people haven't figured this out so they will not get them balanced properly. The proper sized cone has to be used on the rear of the rim.

100 to 135 foot lbs, answered my own question at least the dealer said that, I use and impact just to snug then torque them to the proper torque after on the ground and with a calibrated torque wrench. I got lucky a company that used to do some work for Chrysler remembered me when I rolled in in my chair with 2 wrenches to have calibrated when i bought them. I guess they felt sorry for me did it for free.
