Rail Caps & Stake Pockets

I went to put in some cargo tie downs and noticed there are'nt any holes in the front of the rail caps for the stake pockets. Is this the way they are? They do have 4 stake pockets on these trucks right? I'm thinking factory error installing rail caps?

Mine don't have holes in the caps near the cab either. Definitely fishy. Not something I would want to cut out myself.
